When you buy a blackberry w/o 2 yr contract, do u have to buy the blackbery plan or can u get just get txting?

I got the LG VU over christmas break and i hate it. I want to buy a new phone (no commitment price) and my brother said that you have to buy the blackberry plan (comes with internet). Is this true? or can you just get texting without internet?
